Done after a week in primary??

I am making a beer that in the recipe it says leave in the primary for 1 week then transfer into secondary and leave for 3 weeks, or until FG is reached. Well after transfering to secondary after a week I checked the gravity and it was already there. Can I bottle now? Or should I wait a little longer? Thanks.

The main purpose of the secondary is clarification and flavor blending not fermentation. I think it also serves the purpose of delaying the consumption of the beer a bit. Let it sit the full time, you'll have a better brew.

Your beer is ready when the FG is reached.

However, how clear is it? If you'd like to get it clearer then a couple weeks in the secondary will help with that.

It'll also give it time to mellow.
