IPA with local hops (unknown AA%)

I managed to get my hands on some locally grown hops from a small hop farm and am interested in using them in an IPA. Here's my first crack at a recipe - a few questions follow:

Partial mash at 150F for 60 minutes

Questions:
1) Recipe look OK? I was thinking about adding some sort of sugar to help dry it out some, especially with the extract in there. Necessary? Worthwhile?
2) I'm using the "average" AA% values for the hops for the IBU estimate - their actual AA% is unknown. Any reason to err one way or the other on these?
3) These are whole leaf hops. I've only ever used pellets. Anything I need to adjust?

2. When I use my own hops for bittering, I use an average value for the AA% and aim for the middle of the IBU range.

Thanks - I'm aiming for 55-60 IBUs, which is hoppier than any beer I've brewed outside a barley wine, but which I think will be a good level here.

This is my first IPA - does the hop schedule and amounts look OK? This is for a 3 gallon batch.
