You'd brew the hell out of some beer is what you would do.
The pictures are not very clear but it looks like it might be direct steam. If it works and it is a Groen, $600 is a great deal. These things list for $30,000 new.
If it is electric it would be 208/240V or perhaps 480V if it was in a military facility.
