Are 5 min hop additions necessary if you're dry-hopping?

My recipe calls for a 5 min .25 ounce hop addition. Since I'm dry-hopping (not in the recipe), can I just throw the extra .25 ounces into my 60 minute to up the IBUs?
 
Aroma hop additions end up having a fairly different character than dry hop in my experience. I'd dry hop and do the aroma hop, personally (not having any idea what your recipe is).

Just a light pale ale with 2-row, vienna, crystal 10, and cascade around 35 IBU.
 
I've heard strong opinions both way (dry hopping negates 5 min and under additions or they don't). I agree with llarian though. I do under 5 min additions and dry hop.
