Actual IBUS vs Calculated IBUS

I noticed on a clone for Pliny the Elder that it specifically states that is 100 ACTUAL IBUs opposed to calculated. Is there a general rule of thumb to figure out the difference in my beers for what I calculated vs. what it is?
 
As a rough estimate, Isohumulone can only dissolve to get a max of ~110 ppm which is a direct translation to 110 IBUs ( 1 ppm = 1 BU)

All of the calcs that I have seen keep going beyond 100 so calc vs actual in this recipe are off.
