Carb question

I brewed a Chimay Grand Reserve clone (9% ABV). It has been in the bottles for 3 weeks. It has a wonderful taste, however it seems very under carbed. My question is whether it takes longer to carb a high ABV brew. I have made 4 previous brews and after 3 weeks they were carbed up nicely. Just wondering if i need to wait longer, or try something else.
 
where is Revyy and the chart?
Yep bigger beers ( higher ABV) take longer according to everything I have been told. I have a barleywine that has been bottled for a few months that just now is getting there. I think it will be popular at my convention next weekend.
