The fridge my keg and tank are in will only go up to around 34-35 degrees, making it very hard not to overcarb everything. The only way to get beer out of the keg is by turning the pressure down to like 2 or 3 pound, even off sometimes, else you have a glass of foam. My lines are about 3 ft. Wont it go flat at that low a serving pressure? Is it the short lines or the low temperature thats the problem?

I'd say it's your short lines. Do a search for temperature controllers to get your serving temp up as well.

to answer the main question, yes, 34 degrees is too cold for good beer. at that temp you miss more than half the aroma, and since smell is 60% of the flavor sensation, you're missing out on all your beer has to offer.

I run my keezer at almost 44F.
