Can i stir plate my wort for 24 hrs ?

Would this help my cell count...?

(Or is the point to have the rite amount of cells to pitch and then not help them ?

But would they multiply anyhow ?

Assuming you have a stir plate and bar big enough for a full batch, it would somewhat help aerate your wort. You still want to be pitching the correct amount of yeast to begin with. They'll always multiply, and the best way to help them is adequately aerate your wort, pitch at correct temps, and make sure your water has the minimum ion concentrations necessary for healthy yeast.
