8lbs Briess Golden Light Liquid Extract
1lb Briess 2 Row Caramel 10


1.75oz Simcoe
1oz Centennial
1oz Cascade
1oz Citra(for dry hop)

Can anyone help me with an optimal hop schedule?
 
Well all of your hops are excellent flavor/aroma hops, I'd almost feel bad wasting any of them on a 60 minute addition. If I was in your shoes, I'd try and pick up an ounce of Warrior, Magnum, or some other clean bittering hop for your 60 minute addition. After that, put what hops you have somewhere in the last 15 minutes/dry hop and you'll have a pretty stellar IPA.
