I have read letting the water sit in your HLT overnight (to room temp) will help some of the chemicals evaporate.

Instead of bringing HLT "up" to strike temp would it make sense to bring it to a boil for a while and let it "cool" to strike temp, thereby also ridding it of some chlorine etc? thoughts?
