White wheat and Sorachi, perhaps? you could either do 50/50 2-Row and Wheat, or you could do 100% wheat if you felt dangerous. Then since it's high AA, hop lightly, perhaps .33oz at 60, 20, 5?

4lb White Wheat
4lb 2-Row
1lb Vienna

.25oz S.A. @ 60 mins
.25oz S.A. @ 20 mins

Should result in 1.051 OG, 1.013 FG, 4.0SRMs 20.5 IBUs and right under 5%abv

I'd ferment it with US-05 but you could try an american wheat strain, maybe WL's Cali Ale or East Coast Ale
 
I found this. I have never made a wheat beer before and i'm not sure if this is a good one.
