My cooktop has a 16500 BTU Dual rink wok burner.

Does anyone have experience with this type of burner and if it will bring a full 6.5 gallons of wort to boil in a reasonable amount of time?

It's probably going to be difficult to find someone who will have experience using your specific cook-top. Other variables may even be a factor if you find someone who has. Why not fill a kettle with 6.5 gallons of water and give it a test run?
 
You should be OK, I do 7 gallon boils on a 16k BTU gas burner on a Bosch cooktop. It's gonna take a while to get there though.
