Black IIPA help????

Hi, so I've got an imperial black IPA in my primary and although the IBUs are 109, it's not quite as hoppy as I was hoping it would be. At least not from what I can tell so far. I think it was due to the grains I used ( special B) and it's almost got a stout like maltiness. Do you think a dry hop in the secondary would help bring out the flavor of the hops? If so any ideas on what might be best?
 
What was your recipe?

Dry hopping will add to the hop aroma but will not add much flavor or any bitterness.

I find that you will not get a true feel for the hop characteristics of a beer until your beer has fully carbonated but since this is a Imperial Black IPA I would dry hop because that technique is often used in the style.
 
9 lb. Pale malt extract
1 lb. Special B
1 lb. Carafa II

2.5 oz chinook at 60 mins
1 oz chinook at 30 mins
1/2 oz Amarillo at 5 mins
1 oz Amarillo at flameout

Wyeast 1056 (2 packs)

OG 1.091 IBU 109 SRM 38

Wyeast 1056 ( 2 packs )
OG 1.091 IBU 109 and the SRM is about 38.9
