I recieved it about a month ago from midwest supplies has been in fridge for a few weeks.

I want to rehydrate it before pitching but I don't know the full procedure.
Anyone know the best way to do it .
Do I even have to rehydrate it??

Re-hydrate the dry yeast into yeast cream in a stirred vessel prior to pitching. Sprinkle the dry
yeast in 10 times its own weight of sterile water or wort at 27C ± 3C (80F ± 6F). Once the
expected weight of dry yeast is reconstituted into cream by this method (this takes about 15 to
30 minutes), maintain a gentle stirring for another 30 minutes. Then pitch the resultant cream
into the fermentation vessel.
Alternatively, pitch dry yeast directly in the fermentation vessel providing the temperature of
the wort is above 20C (68F). Progressively sprinkle the dry yeast into the wort ensuring the
yeast covers all the surface of wort available in order to avoid clumps. Leave for 30 minutes
and then mix the wort e.g. using aeration.

stirred vessel??

It's pretty easy, here's how I do it:
Put a little clean water in a glass, microwave til it's about body temperature, then sprinkle the yeast in. Let it sit for ~20 min, then swirl around for a few minutes to get all the yeast in supension (some strains will stick to the glass like glue), and then add a tiny bit of your chilled wort to prevent temperature shock. Wait 5 min for temp adjustment, swirl again, and pour into fermenter.

i love my wheat beers, and wb06 is what i always use. you should pitch it lower, but that shouldn't be a problem. and i NEVER rehydrate it...
