I just finished building my 9-gal Coleman Cooler mash tun, and I did a little differently on the manifold design. I've attached a diagram below, viewed from the top of my rectagular tun. The spout is on the bottom. Positive/negative feedback please? Thanks.

I think you would get better flow if the interior of your manifold was on the ball lock side
 
This is a good page to read about manifold design. See the first diagram, he is pointing out that you want to design it so it has the shortest path for the largest percentage of footprint.
