Position of Burner?

I know it depends on the type of burner, but was is a good rule of thumb for the burner from the bottom of the Kettle?

Doesn't necessarily depend on the burner but rather the height of the flame. You want the bottom of your vessel just above the blue flame.

I saw this on a different thread.

Many of the commercially available systems do have burners that are offset from center to facilitate that wonderful rolling boil.
 
With your burner operating at normal rate in draft free conditions, look at the flame and find the height in which the inner cone (bright lighter blue) collapses (comes to a point), and go with 1" above that point for the bottom of the grate that holds the kettle. You don't want to break that inner cone or else you will have incomplete combustion which will cost you more in propane, time, and carbon footprint.
