This is a pic of an ESB that's been in my 2nd fermenter for a week now, one more week to go... I'd never noticed those white foamy-cloudlike formations on top before... is this OK/normal?

AND... this is a hop-heavy IPA that's been in the 1st fermenter for a week now... look at that head! I'd never seen such a dense foamy head like this... again - OK/normal?

Both look pretty normal to me. For the ESB, sometimes when you rack to a secondary some CO2 created during fermentation is still in solution and it can slowly bubble out.
 
Yes, they are both normal...the one in the secondary yeast colonies that were buoyed up by the co2 and are happily floating on the surface.

AND the second pic, the on in your PRIMARY, looks fine as well.....Some krauzens are just more dynamic than others.
