Yeast starter not ready - what to do with hops?

I am doing a no chill, because I did not allow enough time for a 2 step starter.
I will be pitching my yeast in the morning after my second step has finished.

My question is I have my hops in a paint strainer bag. The last addition was one ounce at flame out. When should I remove the hops?

Usually chilling takes me about 1/2 hour and then I drain to the fermenter and pitch the yeast.

The beer is a Black IPA.

I also missed my target OG. It was supposed to be 1.073 and I got 1.066.
I'm using Beersmith 2. I have been varying above and below target but the beers have been great.
