4 gal water jugs - made of food grade plastic?

My local hardware mega-store sells 4 gallon jugs, remarkably remniscient of stubby carboy's, for around $6......if they can package, transport and store drinking water in these jugs, does that mean they are food grade? Do you think I could use them as secondaries or even as primaries? and of course, I'll be using the water to make beer!:cross:
 
I found similar jugs at Menards near me, they are #1 PET plastic so they are great for brewers to use... if I made 3.5 gallon batches. I'd like to get some 5 gallon PET water bottles to do wine in.
