Yeast didn't go, what to do?

I didn't do this, it's really a friend that's not on here.... Anyway, he made a brown ale, pitched a dry pack of coopers yeast and left town for 10 days. Came back no fermentation. Can he repitch or just throw it out?

I'm guessing you asked this, but for curiosity sake: do you mean there was no fermentation as in checked the SG and it is the same as the OG, or that there is no sign currently.

There was no fermentation, the yeast was dead.

10 days? probably gone wild, but not necessarily. smell it, and if it smells ok, pitch

Well, since they're the same, he should taste it. If it tastes off, it probably is dead. If not, he can pitch again.
