if I'm using PBW I know I have to use it warm to start off with but can I rinse with cold water. I don't have hot water out in my brew shed yet but I can bring hot water in with buckets but don't want to bring the kegs in the house to rinse. I have a hose with cold water so with high pressure to rinse will that work?

You don't necessarily have to use hot water for it in the first place. The hot water just helps it dissolve better. (I remember at some point reading that the manufacturers website says it is fine to use cold water, so you could also rinse with it. - just rinse well).

However I personally use hot water to dissolve and to rinse. The hot water probably also helps with dissolving / dislodging solids.
 
Yeah I use hot water to soak I just never tried cold to rinse
