Cleaning a tap

I have a home made guinness kegerator in my garage. I just swap shells at the place I buy beer. My question is, do I need to clean the actual tap, spout and hoses? If so, how often should I, and how do I go about that?
 
If it touches beer, it needs to be cleaned. How often is up to you. I usually try to clean them when I pull a keg off.
