Can yeast and/or fermcap-s affect hyrdometer reading?

I brewed up some pale ale last night and my pre-boil grav was 1.039. I pitched the 70 degree wort on top of a nottingham yeast cake and then dropped the ferm cap in. I put the hydrometer right where i dropped the fermcap and it was only giving me a reading of 1.042 which is way low for this beer.

Could the yeast and fermcap has affected the reading?
 
Dont I feel like an idiot. The hydrometer. I dont know why I was thinking all complicated.
