Palmer´s Victory and chaos IPA

Hello I´m planning to brew, john palmers IPA, but I have 2 questions:

In his recipe it calls for 2 oz galena boil 60 min, 2 oz EKG boil 15 min and 1 oz EKG boil for 5 min. I input tha data into beersmith and it gives me a IBUs of 130. in his recipe he says that the IBUs is 60. Who is right? should i adjust my recipe to 60 IBUs or should I follow his recipe?

My other question is: I cant find Galena at my brew store, can i substitute for Northern brewer?
