If it’s cold enough outside, but not freezing, picnic taps are easy and cheap. Put each keg in a 5 gallon bucket with ice/water if it needs to be colder.
For a more year round solution, a jockey box is the way to go.
Do you need a 3 vessel system? If you BIAB you could easily get a kegging system within the $500 budget.
Look at used and you will be much less than that.
I've got a reversal from the 'can I feed spent grains to my chickens' threads. I've got about 30 lbs of left over broiler feed that I wonder if I can brew with. I'm thinking of adding 1-5 lbs to some 2 row and a little crystal and making a pale ale or similar.
How terrible of an idea is this?
