Recipe Kits missing Hops

Has any experienced a recipe kit missing items?

My order was missing .5 oz of Spalt hops. Is this common? Should I return to buying ingredients individually instead of buying the recipe kits?

I was going to brew anyways but then I lost power for 2 hours.

Will this hop shortage affect my recipe in a bad way? It is the Harpoon Spring Maibock.
 
What is the rest of the hop schedule? For me, buying recipe kits takes some of the fun out of it. My buddy just ordered a kit and had the same problem except that they forgot some of the hops and the yeast. he didn't realize about the yeast until there were ten minutes left in the boil. Good thing he had some extra lying around!
 
1.5 oz of Spalt 60min
1 oz Mt Hood 15min

I only have 1 oz os Spalt.

Could Simcoe or Glacier but a good replacement for the missing 0.5 oz os Spalt?
 
is the spalt included of higher AA% then what the recipe calls for? if so, you need less hops to hit the same IBU's.

i've seen kits 'swapped around' like that in my extract days.
