Is it the Special B that gives Jubelale the unique flavor?
I taste the same thing in Arrogant Bastard but when homebrewing the Bastard (10% Special B / 90 two-row) that unique flavor isn't there.
Most the Jubelale recipes I see use crystals, 120 and 150, a few however also use Special B.
The website states "Crystal, Extra Special, Carapils, Roasted Barley"

What is "extra special" malt?
