If I try to remember back to Physics class, the flow will stop when the water levels in each container are the same. So if your kettle level rises to the level of the mash tun before it is empty then the flow would stop.

For a 10gal batch you need some where around 12gal for the boil. A 13gal pot would be pretty tight.
I use a 15.5gal and need Fermacap in order to prevent boil overs. I got my 62qt SS Bayou pot on Amazon for $110 shipped.
You may also need to adjust your hop additions. The recipe is likely set for the partial boil and hop utilization will be different for the full boil (slightly better with larger volume so may not need as much hops to get target IBU).

Are you using the probe that came with the controller? I think it is calibrated to use a 1000ohm thermistor and if you use anything else you need to adjust the calibration. Also it looks like you have the 2 probe inputs jumpered - not sure if this effects anything but I would pull that out and...
