While boiling my wort, I noticed a film on the surface of my wort. It looks just like that film which developes when boiled milk cools off. Any idea what that is?

could be anything, if the wort doesn't taste off then your probably fine, everything was boiled so it was sanitized.
 
Does it look like some 4 year old kid blew his nose into your pot? Just sounds like hot break to me its proteins coming out of solution and clinging together, nothing to be worried about.
 
well the skin on milk is milk protein. Hot break is protein. The skin on milk is basically hot break of the milk world. So I would guess that the stuff in your kettle is just hot break
