Wow, that's a BU:GU ratio of 1.13!

Tonight I'm bottling a Simcoe / Amarillo red ale that *I* thought was imbalanced at BU:GU 0.95. I undershot my OG, turning what should have been a nicely balanced beer into an accidental hop bomb. The hydro samples have been pretty harsh so far.

Do you think that once it carbs and conditions it might still turn out good?

If i'm not mistaken a lot of pale ales are in this range and IPA's are higher in the 1.25 range and up. As far as conditioning goes, time heals all. Bitterness will fade in time and it sounds to me like it coukd be a very pleasant beer.
