Do 22oz bottles take more time to carb then 12 oz? Should I be worried if I am two weeks in since primed and bottled, and a 22 0z is still pretty flat?

Assuming all else is equal, i don't see why it would matter how large the bottle is? Unless you primed each bottle individually and had an unequal sugar to beer ratio in each...
 
Not that I'm aware of. What temp are you carbing at? 68-72F has worked good for me. Usually carbed in about 3 weeks. I've had batches with little carbonation one day be perfectly carbed 3 days later. Maybe your yeast settled out too quickly. You could try gently shaking your cases of bottles to resuspend the yeast.
