Recently made two pale ales.

0.50 lb Caramel/Crystal Malt - 60L (60.0 SRM) Grain 7.52 %
0.25 lb Toasted Malt (27.0 SRM) Grain 3.76 %
0.50 oz Simcoe [13.00 %] (60 min) Hops 23.2 IBU
0.50 oz Cascade [5.50 %] (60 min) Hops 9.8 IBU
0.25 oz Cascade [5.50 %] (20 min) Hops 3.0 IBU

I've had the simcade pale ale in the primary for 3 weeks now and the itchy's pale ale in the primary for about 10 days. Both are at room temperature of 20 degC.
It seems the fermentation for both has stopped at around 1.040 G. Both have little or no kreuzin. Both airlocks are pushed to the top showing a sign that CO2 is being generated.
I also have another kit which is a Festa Brew IPA that I put on a few days ago and it is fermenting like mad.
Just wondering why the two pale ale's are taking a long time? Both use the same base which is LDME, but I don't recall my other kits using LDME taking so long.
#1 - could the yeast be dead? if so should i re-pitch?
#2 - should i have used a yeast starter?
