What is the best substitute for brewer yeast if I can't find one in my country? I have made beer before when I was in US but I can only get access to Chinese yeast ball and baker's yeast here, but I know they are different and not pure enough to make beer. 
 
Where are you? If you can get unfiltered & unpasteurised beer then you could try culturing your own from a bottle.

Bakers yeast would work in a pinch but really there no good substitute.
 
I'll agree with what eddie said about the unfiltered and unpasteurized beer. If you can get some DME just make a very dilute yeast starter and pour in the sediment from the can or bottle and give it a few days, then make another yeast starter and pour the sediment into that.

Otherwise, if you have any friends visiting from a more homebrewer-friendly location, you could see if they can bring you some dry yeast packets. Not sure how customs would react to that, though.
 
I think I read in Palmer's "How to Brew" that he carries around small, clean, sanitized plastic containers just in case he happens to stop at a brewery. This way, he can ask them for some of their house yeast. You'd be surprised how many breweries will just give you yeast if you ask for it.

However, this is assuming that there are breweries in your area that you can go to.
 
Can you not order dry yeast online? I realize it may be expensive to do so, but you could most likely harvest and reuse said yeast many times.

He sure did! I've been meaning to hit up my local breweries!

Also, if absolutely had to, you could culture up some yeast from an unfiltered beer you can get locally.
 
Thank you guys for the input. I will try all that. There is no breweries in the country. We only import beers from overseas. Its lame I know.
