take a gravity reading, what you're describing is the tail end of the kreusen (the yeast are still doing their thing). maybe it was cooler than optimal for that strain so they are working a little slower. Give it another week at least and if they drop, take a final gravity; if ready start your cold crash for racking.

Some High floccers do their thing and get out of the way fast, others are very dusty and stick around forever..
Patience is your friend on this one, best advice.
