So I made my starter about 24 hours ago and there is still some foam. My question is should I pour the starter into my Carboy? I just made a 5 gallon IPA with an OG of .66. Will the wort be ok for a couple hours if I don't decide to pitch right now?

Yeah, should be fine. I just made a starter this morning and I usually try to pitch it in the fermenter any where from 24 hours to 36 hours after I make it. Always ends up being closer to 36 hours and sometimes it has been over 36 hours. Always takes right off within a day of pitching. I've pitched the whole starter in the fermenter in the past... recently I've been decanting off the starter wort and just pitching the yeast. That seems to help if I am running low on head space in my fermentation bucket. HTH ( ;

I'd say pitch it, more chance getting an infection in your wort sitting there, yeast has probably doubled already in starter.
