Howdy.

I’m going on 16 hours since pitching with no signs of fermentation.I shook up my fermenting keg about an hour ago.

The packet wasn’t swollen, but I smacked the nutrient pack 2-3 hours before use. I also used yeats nutrient at the end of the boil.

Is this normal? Should I pitch more yeast?
 
Old time doctor's advice, drink two beers and call me in a couple days. It can take up to 3 days to see signs of fermentation. If you don't see activity in that amount of time, you pitch new yeast.
 
I wouldn't worry yet...remember yeast are living organisms...they are going to do what they are going to do when they want to do it.

I had a dry yeast take 68 hours once to start up...no issues with the beer either.
