Would this be a decent home-made Mash Tun?

It's an insulated bucket - which is exactly what a cooler is. I'm not sure you will save any money doing it this way though. All the connectors are exactly the same. That bubble insulation is going to run you at least $20. When you add in the cost of the bucket, that is about the same cost as a cooler. It's also a bit small for a mash tun. Most people go for 10 gallons vs 5 gallons.

You can certainly do this on the cheap. Just take a bottling bucket. Follow one of the many threads about how to make a DIY screen and attach it to the inside thread of the bucket. Wrap the bucket in an old sleeping bag. Tada! Ghetto mash tun.

If you want to go even cheaper, look at BIAB (brew in a bag). The cost is just a bag.
 
I use my Brew Kettle as my mash tun I take an old blanket and use it for insulation, and then pour it all into my Zapap lauter tun to recirculate hot wort until I sparge.
I have been able to keep my mash at the same temperature for up to 90 minutes.
A pot and two 5 gallon buckets is where I started out. I still use my Zapap, and my original kettle.
