I ordered a package of White Labs WLP820 and it took a long time to get to me, and I didn't refrigerate right away. It is now in the fridge but I'm wondering if its ruined. Is there a way to tell or how long can it be at room temperature before refrigerating?

Not that I know of. How long is "a long time to get to me"? Your best bet at this point, assuming it wasnt a month or something in the back of a hot FedEx truck is to make a starter and get some healthy yeasties produced.
Looks like White Labs recommends a large starter for the first generation anyways so I would start there
