I have a Celils White CLone that s been on Wyeast 3944 For 2 weeks now. It bubbled steady for about 4-5 days. I just poppe dthe lid and there is stil a layer of krausen on top. Is this a sign that the beer is not done yet, should I wait for it all to drop.

And I broke my hydrometer...
 
get a new hydrometer , you have lots of time,

or rack to secondary - and let it sit 2 weeks then bottle or keg.

Wit yeast are slow, you can safely give it another week or so
 
So should All of the kraeusen that is on top fall before I even think about racking????

Or can I rack with it there..
 
Buy another hydrometer.

Give the primary a gentle bump to see if you can get the krausen to fall.

If it doesn't, give it a few days and try again...sometimes the krausen will be 'stuck' floating at the top until it breaks apart and sinks.

Use the hydrometer to tell you if its done.
