I have not used this yeast before but, it did not build to a Kreusen and is floculating on the stir plate! Is this normal? Should I dump this? Thanks

That looks pretty normal to me. If in doubt, take a gravity reading.
 
That's what it looked like the last time I used Imperial Pub. At the time, I was concerned also but read English yeasts are normally clumpy and heavy like that.
 
This is my stir plate right now with WLP001 and WLP002, and it floccs like crazy.

Clears beer super fast.

Imperial pub did the exact same thing for me, I looked at it about 24 hours in and it looked creamy/haze like a normal starter. 1 hour later, looked again, clearish-wort with chunks spinning around. Crazy stuff.
