When to remove steeping bags

Hello: I have an IPA recipe that calls for steeping the aroma hops. Do I remove the steeping bags prior to pouring the wort into the fermenter? I really appreciate anyone who can help!

Typically the aroma hops are one of the last added to the wort. I always remove mine before I transfer to the fermenter. They are usually in the wort no longer than 5-10 mins.
 
What time in the boil does it require the hops addition?

Based on what you're asking, yes, it would probably be beneficial to take them out before adding to the fermenter, if they are in a bag... for the sake of less clutter.
