Do i add it after SG stops rising? Recipe i used last said the last 15 minutes. So do I let it run another 15 minutes after when I'm supposed add it?
 
Wort chiller is for cooling the wort following the boil. Not for use during the mash.
Normally placed into the boil kettle before the target end of the boil for sanitization. Run only after you have turned off the energy source.

Sorry your right. So really you add it when you turn off the heat source. If I'm adding corn sugar at the end of the boil how long do I let that go for before adding the wort chiller?
 
I use an immersion chiller. In the past I added mine about 10-15 minutes before the end of the boil. The thing I hated about doing it that way is it dropped the boiling temps a bit, then I'd have to get it back up to a boil, only to shut the gas off.

The last two batches, I added the chiller at the end of the boil. I think the temps are high enough to where the bugs are killed off. Just wait a few minutes or three and you're good.

This is what I do too. Never had any bad batches yet because of it.
One tip I would add that I do just prior to this process though:

Boil up a kettle of water (if you don't own an electric kettle, then you're really missing out btw, they're good for tea and coffee and sparging and all sorts of other fun things that you need boiling water for), and pour it over the coil before you dunk it into the wort. That'll help it from lowering the wort temp some. Not saying it's great, but it also should be a quick kill on contact with various organisms that might be sitting on the outside of your coil too. And it's a quick rinse before you dunk it.

If you don't own a kettle, then just run the hot tap as hot as it goes and run it over the coil for a few minutes to warm it nicely up and rinse it before you dunk it into the wort to sterilise.
