What is this?

This is my Imperial IPA. It spent about 10 days in primary and now is dry hopping in secondary. I just started noticing these tiny white bubbles on the rings of the carboy. They also streak downward. They started appearing about two days into the dry hop. Any idea what this is? Infection? Nothing to worry about?

Looks like yeast to me.

+1 yeast that's floated to the bottom and caught on the radius of the carboy
