for fermenting,,,,,78 degrees in winter is not cool...but 78 in the dead of summer is

I'm not sure what you're asking. For ales- 62-68 degrees is good. For lagers, 48-52 degrees is good. That doesn't change in the summer, or in the winter. optimum temperatures don't change with the seasons or where people live.
 
I guess I should have been a bit clearer..depending on what you are making, some recipes say to put fermenter or bottles in a dark cool place. If I put the bottles in a room that is 75 in the winter, it is warm. But put those bottles in the same room in summer @75 the room is cool?
 
75 ambient temp is way too warm to ferment IMO. 75 is 75, no matter the season. Like yooper said, ales need mid 60s for ferm temp
 
Agreeing with Yooper. The temps for fermenting don't change just because the season does. 75-78 degrees is too warm for good beer of most styles, no matter what the season is. Yeast don't care about the weather.

Ignore vague instructions like "fermenter or bottles in a dark cool place". Instead, look at the yeast you are using, and make sure that it stays within its ideal fermentation temps.
