Hello,
I recently kegged five gallons of a brown ale and set it to force carbonate. Upon pouring yesterday, I found it to be ridiculously pressurized and pouring all head. Then when the head has settled out to liquid and I drink it, the beer actually comes out from under the leftover head and tastes uncarbonated. Any idea what might be going on?

I'm pouring through a party tap through some relatively thin tubing, at about 10 psi.
 
10psi might be a bit on the low end depending on your keg temperature. More information might help but here's my hypothesis:

Your beer is undercarbonated in the keg and your line length is too short. If the line isn't long enough, it can still come out with too much pressure and foam. Just because it's coming out with foam and pressure doesn't actually have any impact on the carbonation level of your beer. It could be and probably is undercarbonated. Solution here is to up your regulator PSI (to get your beer at the desired carbonation level) and increase your line length (to account for the regulator pressure).
