After brewing a Bock, and letting the bottles sit for 3 weeks to the day, I opened one and found that the carbination was like a cola. The head died in a matter of seconds. Is the yeast too active still after ferminting for 7 days? I am using conditioning drops for each bottle. Is there something that I am missing?

Any help would be appreciated.

I can't comment on the vanishing head thing, but I wanted to make sure I understood the "7 days" thing. Are you saying that you bottled the beer after letting it ferment for 7 days?
