Water chiller?

Saw this item in online classifieds. My wheels are turning slow this morning. I haven't gotten to the point of needing a wort chiller yet. But was thinking this unit might surfice for a kegerator if set up right. Any suggestions? A new unit is about five bills.

I don't think that it would work as a wort chiller, it might have a tank in side of them and I can't think of how to get all of it out with out taking it all apart. But as a fermentation controler you might be in buisness.
