Use hops for Aroma in boil or for Dry Hop?

I plan on starting an IPA this week and I have 3 oz of cascade hops I am trying to get my best use out of them. My question is: should I use 2 oz in the last 5 min of the boil and 1 oz for dry hopping..... or 1 oz in the last 5 minutes of boiling and 2 oz for the dry hop?

Here is what I have so far:

Brew Method: Extract

Boil Time: 60 min
Batch Size: 5 gallons
Boil Size: 3.5 gallons
Efficiency: 70%

STATS:
Original Gravity: 1.064
Final Gravity: 1.016
ABV (standard): 6.32%
IBU (tinseth): 69.76
SRM (morey): 6.67

HOPS:
1.5 oz - Columbus (AA 13.9) for 60 min, Type: Pellet, Use: Boil
1 oz - Centennial (AA 8.1) for 10 min, Type: Pellet, Use: Boil
2 oz - Cascade (AA 7.3) for 5 min, Type: Pellet, Use: Boil
1 oz - Cascade (AA 7.3), Type: Leaf/Whole, Use: Dry Hop

I'd brew it.

Only thing I'd do differently is cut that .5oz off 60 and toss it in later, maybe with your 10min addition but honestly it's not hurting anything where it's at, just my own brew habits. Being an IPA, definitely save an ounce for the dry hop. Though not a necessity, the nose to me is just as important as the hoppy taste and bitter slap of a good IPA.

Also, just because I love it, I'd DH with the centennial and toss that oz of cascade in at 10. I love centennial, like a two hearted ale with every sniff.

What kind of yeast do you plan on using? Also do you plan on steeping a specialty grain? A little crystal would set this off..
