Does anyone else boil then refrigderate the 1-2 gallons of water to add to the wort to make the 5 gl after chilling. Seems to me that if everything that come into contact should be sanitized, shouldn't the water u add be sanitized too? Is this a waste of time?

Up to you...when I wasn't doing full boils I always added straight from the tap. Yes that does increase the chance of infection, but I've never had a problem with it...

I have always used tap water to "top up" my brew. I figure that if I can drink it, I can brew with it. Using tap water has not caused any problems.

Technically boiling sterilizes the water, it doesn't just sanitize it. But I'm splitting hairs.

If it doesn't both you to do so, it's not going to hurt anything. The water out of the fridge will probably help cool it faster, if anything. Just a little extra work for you is all.
