Unknown Cascade hop plant problem?

I was hoping someone here could tell me what they think my issue may be. I'm trying to figure out if this is disease, under/over watering, sun scorch or insects? I found what I think is an aphid on the back of just one of the leaves. I have not used any fertilizer except for good topsoil mixed with some organic compost at the start or slightly after they came up. I've tried searching the internet but keep on coming up more lost. Any help would be appreciated. Thanks!
 
Thanks for the reply! That could make sense. I use city water that smells and tastes pretty strong like chlorine. I just put some 10-10-10 fertilizer down earlier today before it rained....(not knowing and thinking it may help). If it is chlorine, then according to this article, I should not have fertilized with this....but then again, how would I go about watering the hops in general or "flushing" the chlorine out with the water that I have as the article suggests? Any thoughts or ideas would be great!
